A chat proposal Diagram

A person decides

The chat's MCP server runs in panel mode: a change answers 'proposed', never 'done'
Only calls from a fixed list of this edge's own API can be proposed, and a proposal read back from disk is checked against it again

The chat hears back

Decisions reach the chat as one line before the person's next message
proposals() lists every proposal and what became of it, so the chat never asks twice

No stale clicks

Ids carry this run of the edge: a card left from before a restart cannot confirm a newer proposal
A proposal is decided once
